Current capitalist crisis is just the manifestation of the bourgeois relations of production that led to stagnation of productive forces. These can no longer develop; the social relationships of production and capitalist exploitation have no strength to develop society. They only have the strength, for now, due to the revolutionary direction of the proletariat's crisis, to impose their adjustment plans. We are living the most severe manifestation of imperialist capitalism' decomposition.After the WWII's economical boom was over (and because of a process that Marx called the tendency of the rate of profit to fall TRPF) from the mid 70's to now the bourgeoisie make no substantial profit gains from the investment on industrial production; they rather invest their gains to financial circle, because of the high rate of gains. In this scenario the tank of oxygen that meant the capitalist restoration in the former deformed worker's states ran out in less than a decade. The usurious loans (both private and state) given to semi-colonial countries - and among those loans, the vulture fund - the speculation with bonds or property rights or through the most sophisticated techniques of financial speculation in order to make an specific part of the economy to grow up on an unrated way, making "bubbles". This parts of the economy can be various, from the dot.com sites to technologic actions, etc. But these financial bubbles will blow off, and back in 2008 this led to bankruptcy of banks system and the whole credit system and, once more, left the industry and international commerce in a worse condition.

So far this crisis its been for several years and every 3 or 5 years it crashes on a different country, with its respective political implications: from the Arab democratic revolution (Tunisia, Libya, rebellion and downfall of Mubarak, with its subsequent coup d'etat), to rebellion and civil war in Syria, the revolutionary process in Thailand, rebellion in Ukraine and the fight against famine in Greece, etc. Their implications have an effect both in imperialist Europe and other imperialist countries such as China and Russia, as well as the most important economies of South America; Brazil, Argentina or Venezuela, with heavy blows to the less developed countries, because imperialism, through external debts, can pull out bigger amounts of gains from these types of countries. And as a consequence of the proletariat's direction crisis, we have the rising of Jihadism in Syria and Iraq (and financed by the most reactionary sectors of the Arab bourgeoisie and monarchy) and it's attacks on Europe, witch strengthens the xenophobic right wing, specially those of pro-zionist and anti-arab views. While hunger, misery and repression grown in Africa and Asia, making tons of desperate people risk their lives crossing the Mediterranean river in search for a future, strengthening in the same time the most reactionary sectors of this imperialist countries.The most optimistic estimation from the economics experts of the bourgeoisie talk about 5 more years of worldwide crisis, which will rely on the economic recovery of the USA and if that recovery propels the world economy or if USA economical recovery is to slight (such as it is right now) and the world economy in crisis submerges USA in crisis once again. Nevertheless, the fact is not that there is an inherent recovery from capitalism itself; it doesn't have an internal regeneration method: it depend on it's attack against the working class and their response to it, that is the overcoming or not of the crisis in class struggle.

This is one of the biggest worldwide capitalism crises (with its short cuts of growing, stalemate and recession) and we are waiting for more and more years of great proletariat's struggles, where the bourgeoisie will try to, as a task with a matter of life or death, to make the working class of the central countries, the whole part of the oppressed and the proletariat as a whole to pay the charges of this crisis. A true permanent economical counterrevolution against the world working class conquest and life's conditions. Crises, famine, stern, unemployment, misery, strikes, repression, xenophobe, death, attempts, coup d'etat, wars (against and among semi-colonial countries) and revolutions shall be, not only the terms we will hear more about, but the more common realities we'll have to live in. Meanwhile, the current's to an inter-imperialist war grow stronger, even despite the possible blocs are not define yet.Those workers who are the advanced ones, and even those who consider themselves to be revolutionary, must comprehend that this structural crises of capitalism cannot give a place to naive illusions. Low salaries, over-exploitation, unemployment and misery shall grow. The social-democrats have gone counter-reformist and have become the political arm of the bourgeoisie in order to implement the famine; the "left-winged" national bourgeoisie of the semi-colonial countries, today with a warm anti-imperialist speech that speaks about making the development of their national economy come true by developing heir industry o "humanizing" capitalism. The Stalinism's leftover, while regenerating capitalism in their countries, mix both national-bourgeoisie and reformist recipes, not fighting for a revolutionary output to crisis. Be it non-improvement reformism, business nationalism or this fake communists, it's all about delivered lies or, in certain cases, reactionary utopias, with their aim in making the workers not to fight for their emancipation.The tempos are going faster and faster, behind of every stability period a worse crises is coming. The construction for a revolutionary worker's party in order to fight for socialist revolution, both in national and world scale, is more than ever the most important task. In that sense, we must explore and propel every international Leninist-Trotskyist regrouping with principles in liaison committees with international tendencies of factions that won't fight to each other but ratter help to propel this international regrouping. All of this with our very own conception what proletariat internationalism and International Party stands for; the same conception that the III and IV International left for us.Certainly, facing the actions of the social-democrats and every kind of Stalinists, the only Marxist inheritor is Trotskyism; a current witch at the same time has its principled, centrists and opportunistic wings, this last two developing various forms of revisionism of the theory and program of the IV International. As well as their most principled wings being isolated and scattered.To regroup, propel and to develop principled Trotskyism in the working class is task number one that we, the internationalist Trotskyist of this international regrouping, have taken in order to fight for revolutionary worker's party's in the entire world (fighting against the bourgeoisie, union's bureaucracy and governments) and, in such a case, for the world party of socialist revolution.

Principle bases for an Organizing Committee of the RWCI

1 - There will be Socialism with World Revolution only: the depletion of WWII's capitalist boom trough mid 70's lead stalinism, in less than a decade, to regenerate capitalism in the DWS, striking the proletariat with a historical defeat. But this wasn't made because capitalism had a good health or its "superiority" against socialism, but due to the crisis of capitalism itself and the fact that Stalinism, instead of fighting, tried to economically compete, transferring the crisis to the DWS's interior. Socialism didn't fail because we never reached to it; the Stalinist bureaucracy failed in order to maintain their privileges.

2 - Against the reactionary utopia for a capitalist unified Europe: Europe's unity can only maintain in time with famine and labor flexibility, imposed by the very bourgeoisie of those countries of the EU, by the IMF and the ECB. Workers must fight to destroy the monarchy and the bourgeoisie in both Spain and UK; to destroy the V Republic of the colonialist France; to destroy the anti-workers and imperialist government of the unified Germany; etc. That is, we call to fight against the government and the imperialist regimes and to also overthrow their servants: the bourgeoisie of those semi-colonial countries (like Greece, Ireland, Romania, Poland, etc.) and to destroy all the bourgeoisie states imposing the proletariats dictatorship, making so the way to the unique true unity of workers and peoples of Europe: a federation - free and voluntary - of workers republics of Europe fighting for worldwide revolution.

3 - For the military defeat of imperialism in every attack or invasion it makes. We are in the trench and we fight for the military victory of every single oppressed nation attacked by imperialist power, that means we are for the defeat of the imperialist aggressor. But we also fight for a proletariat's direction in the national war, in order to transform that war in the begging of socialist revolution; being so in the attacked country (Afghanistan, Syria, Iraq, etc.) as well as in the core of the imperialist countries (USA, France, etc.). It is not Marxist he who in their respective imperialist countries won't fight unconditionally against the defeat of its very own imperialism and for the triumph of working class and the oppressed nations. Working class in USA, Japan and Europe (or Russia) must face imperialist or aggressor bourgeoisie of their respective countries, allying it with the working class of the oppressed nations in the road for a socialist revolution.

4 - Against imperialist terrorism and quasi-fascist terrorism of the fundamentalist Islamism: We solidarize with the civilian victims of the attempts made by quasi-fascists groups claiming to be Islamic. This group are a product of imperialism (USA and France principally) in two senses; first because they are financed and armed by imperialism itself (and for national bourgeoisie witch are partners of imperialism in Arab countries) even thought a lot of times they will rebel later. That it's the case of Al-Qaeda, ISIS or other minor groups. Secondly because this organizations nurture themselves with the ideological manipulation of a marginalized and segregated youth in the imperialist Europe (belong in most cases to Arab countries). This is not an issue of culture's or religions war like the racist right wing wishes to make us believe. It is the stagnation of the productive forces of capitalism and a bigger exploitation and oppression against semi-colonial nations what makes wars and revolutions, as well as the creation of this quasi-fascists groups. That's why the terrorist number one is imperialism. To end with imperialist capitalism is to end with every single disease in creates.

5 - Open borders for every worker and poor people of the world: after plundering the whole colonial and semi-colonial world for centuries the imperialist bourgeoisies harden their immigration laws as the same time it vomits social and state racism. It's the capitalism downhill that leads the bourgeoisie to take this type of measures (which ranks from deportation and building walls to let immigrant die in the sea in order to stop their incoming). Because of this capitalist downhill xenophobia and neo-Nazis group's and party's. We must face the lies of the capitalist defenders because it isn't true that immigration is the cause of unemployment. And even if happens on a marginal level that it's because capitalist production method and the bourgeoisie control over the working class trough the teamsters bureaucracy, whose aim is to make the working class stop from fighting for their rights. The real thing in here is that the unregistered jobs are the ones that make the registered workers wages to have a low value. In that sense every single European employers use the immigrants in order to attack the wages and life conditions of the European working class. That's why the task toward immigrant is to fight for their legalization and for their union affiliation, whatever its condition maybe, in order to make them take part in the proletariat's fight against bourgeoisie. The open borders for the poor and workers of the world isn't a moral stance, it's a principled and strategic stance, because proletariat's issue is the agonic capitalism and not the immigrant. Whoever denies explaining this is betraying socialist's fight and serving the imperialist powers. The immigrant knocking the doors of Europe and the USA is a living proof that capitalism failure is what makes misery, repression and xenophobia.

6 - For the self-determination of every oppressed nationality and the independence of oppressed nations by imperialism: we stand together with the oppressed nationalities and nations and we fight alongside for their self-determination rights (Kurds, Chechenia's, Basque's, Scottish, etc.) as well as for the national unity of Ireland, always fighting at the same time for a free and volunteer federation of workers states. For the definitive decolonization and the retreatment of English military presence in the Falklands/Malvinas and Gibraltar's islands. For the return of Ceuta and Melilla to Marroco, today under Spanish hands. For the self-determination of Guadalupe, Martinique, Reunion, New Caledonia and every single French or other imperialist dependence.

7 - For the destruction of Israel's state while fighting for a Socialist and Workers Palestine: After WWII the USA, UK and France, with the aid of the USSR, help to build a "Jewish" state with the most reactionary and racist component of the Jewish bourgeoisie, the Zionist, claiming they were compensating the Jewish people for what they have endured at the hands of the Nazis. In 1948 the United Nations created the Israel state in Palestine, a country that was dominated by the British imperialist since 1918, subjecting them to all kind of anguish even in present time. Israel also helped imperialism to fight against Arab nationalism. Among this almost 80 years of Palestinian people's struggle and resistance the Palestinian bourgeoisie proved their treason when they negotiated for a "two state solution" in the 90's, even when it's obvious, given its invasive nature, that Israel cannot tolerate a Palestinian State or something alike. Only the Palestinian and the anti-Zionist Jewish proletariat can destroy the genocide state of Israel while they are building the revolutionary workers party. For a Socialist and Workers Palestine in struggle for a free and volunteer federation of Workers republics of Middle East.

8 - Against the bourgeoisie state and it's repressive forces and every kind of oppression: if we are to defeat capitalism the destruction bourgeoisie state it's crucial and that's why it is a principle to reject it's financing at all levels as well as every NGO financed by the imperialism in any way. If the Revolutionary Worker's Party manages to have legislator's they must not win more than a qualified worker with the rest of the money to be delivered to the strike's funds. As a principle we take the side of the oppressed and the exploited even if we share or not the method of their directions while facing the bourgeoisie state and its repressive forces at the same time. We fight for the equality of women and other genres. Against the state intervention in the worker's party's and worker's union. Against death penalty this state's execute; for destruction of it's repressive apparatus and freedom to the political prisoners.

9 - For the defense of Permanent Revolution Theory: We reaffirm the fundamental programmatic contribution and revolutionary strategy of Leon Trotsky's Theory of Permanent Revolution. Rejecting any revision; such as the Anti-Imperialist United Front characterized by dividing the revolution in two stages, in guiding political fronts with the bourgeoisie in the semi-colonial countries, when they are in conflict or are attacked by imperialism. If the bourgeoisie is divided into two camps we are not politically with the progressive bourgeois camp: those who fight for the socialist revolution are always in the camp of the proletariat. We can, if there is civil war, being in the same military camp (Spain) but always with an independent political class fighting for workers' power. As against an imperialist attack regardless of the political regime that has that attacked country we stand always on the military side of the oppressed nation, but politically from a third camp; from the interests of the proletariat. We also reject the review Theory of Permanent Revolution for the struggle for democratic revolution, or whatever name this conception gains. When there is a political awakening of large swathes of masses, revolutionaries must develop policies that seek to put the working class at the center of the scene, while rising democratic slogans witch none of them, in the words of Trotsky, must become a noose around the neck of the proletariat. It's an opportunistically revise of the theory of permanent revolution, and betray the proletariat, those who in their politics and slogans raised walls between the democratic revolution and the socialist revolution. Our struggle is always for socialist revolution.

10 - In defense of the method of the Transitional Program: The Transitional Program is a program based on the objective situation and taking into account the consciousness of the proletariat, develops policy and tactics, and guides slogans articulated so that based on the needs of the proletariat help in practical political struggle immediate -in the different situations of the class struggle to advance its policy of class consciousness in the sense of the socialist revolution. Thus seeking to bridge the gap between the current objective situation and the tasks of the proletarian vanguard, to resolve the situation favorably to workers building the revolutionary workers' party and the conquest of power. Who breaks the internal logic of the Transitional Program can not fall more than an abstract propagandism or mere reformism rather than use root words.

11 - Against capitulation to bourgeois democratic regime: The bourgeoisie dominates with the rifle and/or deceit; bourgeois democracy is a sham, is a bait, a trap for workers in the visible-behind bourgeois politicians, with their largely funded lies, entrepreneurs and imperialist interests are hidden, while bourgeois democracy is the best regime in capitalism which has the working class to fight for their rights and conquests, in the words of Lenin. It is both at the same time, so it is very important to use giving the fight also in the electoral plane, so we can talk not just to hundreds or a few thousand, but millions; but never depositing expectations that under this regime, that is, within the framework of capitalism can solve the most important problems; work, decent wages, housing, quality health care for all, including fight against insecurity and even less corruption. Bourgeois elections are not feasible to present programs, even if those programs are to be fulfilled with the fight. Bourgeoisie elections are to be used for distributing socialist and revolutionary propaganda in order to, in the words of Lenin, make a globular red blood cell count. Revolutionaries must stand for election with an electoral platform and saying clearly that none of the major problems of that platform, can be solved without the workers conquer power. Saying the vote is asked to build that tool. But not for a "workers 'government" or "workers' and popular government" which suggests the possibility that under the system and its regime, without revolution, workers can solve their most important problems; but by a revolutionary government of workers within the meaning of the Revolutionary Dictatorship of the Proletariat.

12 - For a soviet strategy: In any revolutionary or advanced pre-revolutionary situation, it is the duty of any group or party to develop, extend, coordinate, centralize and assemble the bodies of workers 'democracy and self-determination of masses, workers' councils, internal commissions and unions or sectional combative, etc., etc., expressing the tendency of the masses to establish a regime of dual power. That is, it is not a revolutionary party, the party that when a revolution wont struggle for power and the prospect of the proletariat's dictatorship.

13 - Against the revisionism claiming to be Trotskyist: We reject the pseudo-Trotskyism (or centrism and opportunism claiming to be Trotskyist) which speaks of revolution but in practice is subordinated to the reformist apparatuses and the bourgeois democratic regime, even in the imperialist countries and surrending to their own imperialism. The Mandelist United Secretariat, the Lambertist FI-AITP, the morenoists IWL and IWU, the hardyst UCI-LO, the FT-CI, the Cliffite IST, the IWC, the grantists IMT or RMC, the CCRFI of Altamira, the LCRFI of Guillermo Lora, the L5I and RCIT exWorkers Power, and variants Spartacism, etc., etc. They represent, as centrist and opportunist, for the most part, the adjoining field reformism, if not the same reformism. Or even some smaller streams with their conceptions of Anti-Imperialist United Front, will capitulate to bourgeois political leaderships or Stalinists / front-populist, in the semi-colonial world; who are supposedly "anti-imperialist"; and leaving the working class program behind for good.

14 - For proletariat's internationalism and the International Party: Despite many international currents have capitulated does not mean that the national-Trotskyism - that is Trotskyism in one country - is the solution in the struggle for the emancipation of the proletariat. Quite the opposite, isolated, a group or national party is much more exposed to deviations, that is, to social and political pressures manifest themselves in the working and the internal regime, and therefore in the formation of its members, politics and the intervention itself. If the groups, tendencies or fractions that break facing the capitulations of the centrists or opportunistic party's or international currents flows, wont orient themselves towards international construction, they will also inevitably dwindle or disappear. It is an iron law; if you don't go forward, you'll go backward.

15 - In struggle for a principled Marxism and the construction of workers' party's for revolution: We reject the pragmatic unprincipled opportunism that dissociates the principles of tactics and strategy of tactics, making electoral alliances with bourgeois or petty bourgeois party's or supporting them in the elections or playing entrysm in those party's-, as well as the sterile sectarianism who refuses to have tactics. The revisionists opportunists are very likely not to make political statements or draw lessons from their own involvement in a flight forward, and usually will capitulate to bourgeois democracy (and its own imperialism in Europe and the US). Sectarians will confuse history with politics and always look back, not to learn how it should be done the proper way, but for to differentiate. The more often their criticisms appear to be correct because they are very thoughtful, especially because they have had more initiative than thinking last praxis or the answers given by others. Sometimes they are hidden or become detached opportunistically attacking his own past to right and left, slyly, proclaiming himself as the only Leninist-Trotskyist. We reject both the pragmatic and revisionist as the self-proclaimed sterile sectarianism and opportunism. For a principled Marxism to be built in the struggles, learning from mistakes, and looking forward to fight for a Revolutionary Worker's Communist International!We are aware that this international framework and these rules of principle are essential but surely are far from being perfect, therefore these are also in discussion for any group, party or current who agrees in general basis and want to discuss this framework or any point of the bases in particular. In that sense we favor the widest and frank discussion maintaining respect and revolutionary brotherhood. And at the same time, no group of the organizing committee can refuse to discuss the policy held before the requisition of any group adhered to this committee. Thus we begin to implement democracy and political debate between those who are committed to put in place a Revolutionary Workers Communist International!

La crisis capitalista y la lucha de clases

La actual crisis capitalista no es más que la manifestación de las caducas relaciones de producción burguesas que llevaron al estancamiento de las fuerzas productivas. Éstas no pueden desarrollarse, ya no tienen fuerzas las relaciones sociales de producción y explotación capitalista para impulsar a la sociedad hacia adelante. Solo tiene fuerza la burguesía, por ahora, debido a la crisis de dirección revolucionaria del proletariado, para imponer sus planes de ajuste. Estamos viviendo la manifestación más aguda de la descomposición del capitalismo imperialista. Agotado el boom de la Segunda post-Guerra, y debido a la pronunciación de un proceso que Marx llamó la tendencia decreciente de la tasa de ganancia, desde mediados de los '70, a la burguesía la inversión en la producción industrial no le da beneficios substanciales y prefiere, por el alto grado de ganancias, derivar grandes masas de plusvalía, que no reinvierten en la producción, al círculo financiero. En ese marco el tanque de oxígeno suplementario que le dio al capitalismo mundial la restauración capitalista en Europa del Este, la exURSS y China se agotó en menos de una década. Los usurarios préstamos privados y estatales a los estados semi-coloniales -incluidos los fondos buitres de rapaces sectores especulativos ligados mayormente a los fondos de pensiones- la especulación con bonos y títulos o por medio de las más sofisticadas técnicas de especulación financieraque hacen crecer de forma demencial (burbujas) a algún sector de la economía. Estos sectores pueden ser desde lospunto.com, las acciones tecnológicas, el sector inmobiliario o los commodities (e incluso hasta se especula con obras artísticas). Pero las burbujas financieras se pinchan, y en el 2008 arrastraron a los bancos y a todo el sistema de crédito y, a su vez, dejaron más en crisis a la industria y al comercio internacional. Por lo pronto la crisis ya tiene varios años, y cada tres o cinco años estalla en algún nuevo país, con sus implicancias políticas: desde la revolución democrática árabe -Túnez, Libia, rebelión y derrocamiento de Mubarak en Egipto y el posterior golpe militar-; hasta la rebelión y guerra civil en Siria, el proceso revolucionario de Tailandia, la rebelión en Ucrania y la lucha contra el ajuste en Grecia, etc. Sus implicancias afectan tanto a Europa imperialista y a las otras potencias mundiales como China y Rusia, y también a las más importantes economías de América del Sur; Brasil, Argentina o Venezuela, golpeando fuertemente a los países menos desarrollados, porque el imperialismo, vía las deuda externas, arranca masas de plusvalía a los países semi-coloniales. Y como parte de la crisis de dirección del proletariado, el surgimiento del yihadismo -financiado por los sectores más reaccionarios de las burguesías y monarquía árabes- en Siria-Irak y sus atentados en Europa que refuerzan la derecha xenófoba, principalmente anti-árabe y pro-sionista. Mientras el hambre, la miseria y la represión crecen en África y Asia central impulsando a cientos de miles de desposeídos a arriesgar sus vidas para cruzar el Mediterráneo en búsqueda de un futuro, fortaleciendo al mismo tiempo a los sectores políticos más retrógrados de estos países imperialistas.

Los cálculos más optimistas de los economistas burgueses hablaban de 5 años más de crisis mundial, todo dependería de la recuperación económica de los EE.UU. y si esa recuperación impulsa la economía mundial, o si ella es muy leve -como lo es actualmente- y es la economía mundial en crisis la que vuelve a sumergir en crisis a los EE.UU. Pero en realidad no hay recuperación inherente al propio capitalismo, como si tuviera éste algún método interno de regeneración, sino que depende del ataque que dé y de la respuesta de la clase trabajadora a la explotación y a los ajustes que están aplicando en el mundo; o sea, la superación o no de las crisis dependen de la lucha de clases. Se trata de una de las mayores crisis del capitalismo mundial (con sus cortos ciclos de crecimiento, de estancamiento y de recesión) y nos esperan años de grandes luchas del proletariado, donde la burguesía se va a empeñar, como una tarea de vida o muerte, en hacerle pagar a la clase obrera de los países centrales, al conjunto de los pueblos oprimidos y al proletariado en general, los costos de esta crisis estructural. Una verdadera contrarrevolución económica permanente contra las conquistas y condiciones de vida de la clase obrera mundial. Crisis, ajustes, austeridad, desocupación, miseria, hambre, huelgas, represión, racismo, xenofobia, muertes, atentados, golpes de estado, guerras -contra y entre países semi-coloniales- y revoluciones serán, no sólo los términos que más escucharemos, sino también las realidades más comunes que viviremos. Mientras se profundizan las tendencias, como necesidad objetiva del capitalismo imperialista, hacia una guerra inter-imperialista, aunque todavía los posibles bloques beligerantes no estén definidos. Los obreros avanzados, y más aún los que se consideran revolucionarios, deben comprender cabalmente que la crisis estructural capitalista imperialista mundial no puede dar lugar a falsas ilusiones. Los bajos salarios, la super-explotación, la desocupación y la miseria irán en aumento. Los reformistas socialdemócratas se han vuelto contra-reformistas y son el brazo ejecutor de las políticas de ajuste y austeridad de la burguesía; el nacionalismo burgués de "izquierda" en los países semi-coloniales, hoy con un tibio discurso anti-imperialista, que plantea que es posible el desarrollo económico nacional desarrollando la industria, o sea, de la burguesía industrial, o humanizando al capitalismo. O, los vestigios del stalinismo, que mientras restaura el capitalismo en los países que todavía gobierna, mezclan ambas recetas de reformistas y nacionalistas-burgueses sin querer luchar por una salida obrera y revolucionaria a la crisis capitalista. Sea el reformismo sin mejoras, el nacionalismo empresarial, o estos falsos comunistas, se trata de mentiras deliberadas o, en el mejor de la casos, de utopías reaccionarias, que lo que buscan es lograr sacar a los trabajadores de la lucha por su emancipación y la resolución de sus problemas más importantes. Los tiempos se aceleran, detrás de cada período de estabilidad vendrá una crisis más profunda. La construcción del partido revolucionario del proletariado que luche por la revolución socialista, nacional y mundial, es más que nunca la tarea de primer orden. En ese sentido, hay que explorar e impulsar todo reagrupamiento internacional marxista revolucionario principista (leninista-trotskista) en Comités de Enlace, Tendencias o Fracciones internacionales que no se contrapongan -sino que sirvan de pie de apoyo para impulsarse- con nuestra concepción de Internacional e internacionalismo proletario, concepción que no es ni más ni menos que la misma que nos legó la herencia teórica-programática de la IIIª y la IVª Internacional. Ciertamente, que frente al nefasto rol jugado por los socialdemócratas y toda clase de stalinistas, el único heredero marxista de esta tradición revolucionaria es el trotskismo, corriente que a su vez tiene sus alas principistas, centristas y oportunistas, estas dos últimas desarrollando muy variados revisionismos de la teoría y el programa de la IV Internacional. Y también están aislados, desperdigados y atomizados -y a veces muy sectarizados y autoproclamados- sus sectores más principistas. Por eso mismo, reagrupar, impulsar y desarrollar en la clase obrera al trotskismo sobre bases principistas es la tarea que nos proponemos los trotskistas internacionalistas de este reagrupamiento internacional en lucha por partidos obreros revolucionarios -luchando contra las patronales, la burocracia sindical y los gobiernos- en todos los países y, para ello, por la construcción de una Internacional Comunista Obrera y Revolucionaria; el Partido Mundial de la Revolución Socialista.

Bases de Principios del Comité Organizador por una Internacional Comunista Obrera y Revolucionaria

1. Sólo con la Revolución Mundial habrá Socialismo. El agotamiento del boom capitalista de la Segunda post-Guerra a mediados de los años 70, llevó al stalinismo, en menos de una década, a planificar la restauración capitalista y a la pérdida de los Estados Obreros Burocratizados en los años siguientes, asestándole así una derrota de dimensiones históricas al proletariado mundial. Pero no fue debido a la buena salud o a la superioridad del capitalismo frente al socialismo que se produjo esa derrota, sino debido a la misma crisis del capitalismo, y a que el stalinismo en vez de luchar por la revolución mundial buscó competir económicamente en el mercado mundial, trasladando así la crisis al interior de los Estados Obreros Burocratizados. No fracasó el socialismo porque nunca se llegó a él, fracasó la burocracia stalinista que, para mantener sus privilegios de casta parasitaria, se negó a avanzar hacia el Socialismo. 2. Contra la utopía reaccionaria de una Europa capitalista unificada. La unidad de la Europa capitalista sólo puede mantenerse como proyecto con ajustes, o planes de austeridad y permanentes flexibilizaciones laborales, impuestos por la propia burguesía de los diferentes países de la Unión Europea, por el Fondo Monetario Internacional y el Banco Central Europeo. Los trabajadores deben luchar por derrocar a la monarquía y a su gobierno burgués en España, a la V° República gaullista de la agresiva Francia colonialista e imperialista; al gobierno anti-obrero e imperialista de la Alemania unificada que reglamenta y subordina al resto de las burguesías en Europa; a la monarquía y al gobierno imperialista en Gran Bretaña, etc. Es decir, llamamos al combate por derrotar a los gobiernos y los regímenes de las potencias imperialistas, y por derrocar también a sus sirvientes; las burguesías de los países semi-coloniales (como Grecia, Irlanda, Rumania, Polonia etc., etc.), y destruir todos los estados burgueses imponiendo la dictadura del proletariado en esos países; abriendo así el camino a la única real unidad de los trabajadores y pueblos europeos: una Federación -libre y voluntaria- de Repúblicas Obreras y Socialistas de Europa en lucha por la Revolución Socialista Mundial.

3. Por la derrota militar del imperialismo en todo ataque o invasión que realice. Estamos en la trinchera y por su victoria militar de toda nación oprimida atacada por el imperialismo, esto es; por la derrota del agresor imperialista. Pero luchamos por una dirección proletaria de la guerra nacional, que transforme esa guerra en el inicio de la revolución socialista; tanto en el país agredido (Afganistán, Irak, Siria, etc.) como en el seno de la o las naciones imperialistas agresoras (EE.UU., Francia, etc.). No es verdaderamente marxista, ni revolucionario ni siquiera antiimperialista, todo aquél que en los países imperialistas no esté incondicionalmente por la derrota de su propio imperialismo, y por el triunfo de la clase obrera y de las naciones oprimidas. La clase obrera de los EE.UU., Japón y de Europa (o de Rusia), debe enfrentar a la burguesía imperialista (y/o opresora) de sus propios países, aliándose con sus hermanos de clase de los países oprimidos, semi-coloniales o coloniales, luchando por el derrocamiento de su propia burguesía imperialista, de su gobierno y su régimen, en el camino de la revolución socialista.

4. Contra el terrorismo imperialista y el terrorismo cuasi-fascista del fundamentalismo islámico. Nos solidarizamos con las víctimas civiles de la docena de atentados terroristas de las organizaciones cuasi-fascistas que invocan ser islámicas. Estos grupos son un producto del imperialismo (de los EE.UU. y Francia principalmente) en dos sentidos; primero porque son financiados y armados por el mismo imperialismo (y por burguesías socias del imperialismo de los países árabes) aunque muchas veces después se les rebelen; así lo demuestra el origen de Al Qaeda, el ISIS y de otros grupos menores. Y también porque estas organizaciones cuasi-fascistas se nutren con la manipulación ideológica de juventud marginada y segregada, principalmente de origen inmigrante de los países árabes, sin futuro y esperanza, de la Europa imperialista. No es un problema de choque de culturas o de lucha de religiones como la derecha racista quiere hacer creer. Es el estancamiento de las fuerzas productivas del capitalismo y la mayor explotación y opresión sobre las naciones semi-coloniales, lo que produce las guerras y las revoluciones, y también el surgimiento de estas bandas cuasi-fascistas. De allí que el principal terrorista es el imperialismo. Terminar con el capitalismo imperialista es terminar con todos los males que él engendra.

5. Fronteras abiertas para todos los trabajadores y pobres del mundo. La burguesía imperialista, después de saquear al mundo colonial y semi-colonial durante siglos, endurece sus leyes y segrega racismo social y estatal. Es el declive capitalista que lleva a la burguesía imperialista a tomar toda clase de medidas -que van desde la deportación en masa y crear muros, hasta apalear a los inmigrantes o dejarlos morir en el mar, para frenar e impedir su ingreso a los países desarrollados. Es de este declive del capitalismo en agonía que surge la actual xenofobia en los países imperialistas y los grupos y partidos neonazis. Debemos enfrentar las falacias de los defensores del sistema capitalista, porque no es cierto que los inmigrantes sean los responsables de generar la desocupación, o sea, de quitar el trabajo o de tirar el salario a la baja de los trabajadores nativos. Si marginalmente esto ocurre, es principalmente debido a la crisis de todo el modo capitalista de producción y al control de la burguesía sobre la clase obrera a través de las burocracias sindicales, que le impide luchar a la clase trabajadora ya no sólo por mejores condiciones de vida, sino hasta para mantener el nivel salarial y las conquistas existentes. Porque lo real es que es el trabajo en negro, o no registrado, lo que tira a la baja el salario de los trabajadores registrados. En ese sentido, todas las patronales europeas usan a los inmigrantes para atacar el salario y las condiciones de trabajo del trabajador europeo. De allí que lo importante es la lucha por la legalización del inmigrante, y por su afiliación sindical, tenga papeles o no, y que se sumen a la lucha obrera contra la explotación capitalista. Las fronteras abiertas para todos los trabajadores y pobres del mundo no es una posición moral o ética, ni sólo es el ideal del socialismo, se trata de una posición de principios y estratégica, porque el problema para el proletariado no son los inmigrantes, el problema es el capitalismo en agonía. Quien se niegue a explicar esto traiciona la lucha por el socialismo, y con ello demuestra que está al servicio de la aristocracia obrera europea, y por lo tanto de la burguesía imperialista. En realidad el inmigrante golpeando las puertas de Europa (y de los EE.UU., desde México y América latina) no hace más que demostrar el fracaso del sistema capitalista que sólo crea más miseria, represión y xenofobia.

6. Por la autodeterminación de las nacionalidades oprimidas y la independencia de los pueblos sometidos por el colonialismo imperialista. Estamos con las nacionalidades y pueblos oprimidos, y nos posicionamos a favor de sus derechos de autodeterminación nacional (vascos, catalanes, escoceses, kurdos, chechenos, kabyles, cachemires, tibetanos, tamiles, portorriqueños, pueblos indo-americanos, etc. etc.) o de unidad nacional de Irlanda, en el marco de la lucha por una Federación -libre y voluntaria- de Repúblicas Obreras y Socialistas de la región. Por la definitiva descolonización y el retiro de Gran Bretaña de las Islas Malvinas y de Gibraltar, y todas las dependencias coloniales que todavía hay en el mundo. Por la devolución de Ceuta y Melilla, de Marruecos, hoy en manos del Estado Español; por la autodeterminación de Guadalupe, las Islas Martinicas, Reunión, Nueva Caledonia y todas las dependencias de ultramar que poseen Francia y otras potencias imperialistas europeas.

7. Por la destrucción del Estado de Israel luchando por una Palestina Obrera y Socialista. Terminada la Segunda Guerra Mundial y con el pretexto de resarcir o compensar al pueblo judío por el genocidio nazi-fascista, el imperialismo (EE.UU., Gran Bretaña y Francia) y la URSS, pactaron, junto a un ala reaccionaria, nacionalista y racista de los judíos (los sionistas), la construcción de un estado judío. Y en 1948, por resolución de -esa cueva de bandidos que es- la ONU, se funda el Estado de Israel apropiándose de las tierras de los palestinos, cuya región estaba dominada por los imperialistas británicos desde 1918, sometiéndolos a toda clase de tormentos (masacres, campos de concentración, deportaciones, represión, discriminación racial y súper-explotación) hasta el presente. Estado que también le sirvió -como cabecera de playa- al imperialismo para detener al nacionalismo árabe en la Segunda post-Guerra. En estos casi 80 años de lucha y resistencia del pueblo palestino, la burguesía palestina demostró su impotencia y su traición al negociar la salida política de "dos estados" en los años 90, cuando es más que evidente que por su propia naturaleza invasora y usurpadora e imperialista, el sionismo no puede permitir nunca un Estado Palestino ni algo que se le parezca en algún sentido. Sólo el proletariado palestino, árabe y también judío -que rechace la ideología sionista- construyendo su partido obrero, socialista y revolucionario puede resolver la cuestión democrática nacional, y agraria, terminando con el estado genocida de Israel, y al mismo tiempo traer paz y prosperidad a la región. Por una Palestina Obrera y Socialista en lucha por una Federación -libre y voluntaria- de Repúblicas Socialistas de Medio Oriente.

8. Contra el estado burgués y sus fuerzas represivas, y todo tipo de opresión. Para terminar con el capitalismo es central la destrucción del Estado burgués, y por ello es de principios rechazar la financiación de éste en todos los niveles (nacional, provincial o municipal), así como de las ONG que son financiadas por entes u órganos del imperialismo. Si el partido obrero revolucionario consigue diputados -o algún otro cargo electivo financiado por el Estado- estos camaradas no deben ganar más que un obrero calificado, y el resto del dinero el partido debe entregarlo a los fondos de huelgas o a luchas de los trabajadores. Por principios, frente al Estado burgués y sus fuerzas represivas, estamos siempre con los oprimidos y los explotados, independientemente que compartamos o no los métodos de lucha de sus direcciones. Y por la igualdad de la mujer y otros géneros oprimidos. Contra la intervención estatal en la vida de los partidos obreros y de los sindicatos. Estamos también contra la pena de muerte que ejecutan esos estados; por la destrucción de su aparato represivo, y por la libertad de todos los presos políticos.

9. En defensa de la Teoría de la Revolución Permanente. Reafirmamos el fundamental aporte programático y de estrategia revolucionaria de la Teoría de la Revolución Permanente de León Trotsky. Rechazando cualquiera de sus revisiones; como la del Frente Único Antiimperialista que se caracteriza por dividir la revolución en dos etapas, al orientar frentes políticos con la burguesía en los países semi-coloniales, cuando éstas entran en contradicción o son atacados por el imperialismo. Si la burguesía se divide en dos campos no estamos políticamente con el campo burgués progresivo: los que luchamos por la revolución socialista siempre estamos en el campo del proletariado. Podemos, si hay guerra civil, estar en un mismo bando militar (España) pero siempre con una política independiente de clase luchando por el poder obrero. Al igual que frente a un ataque imperialista -independientemente del régimen político que tenga ese país atacado- siempre estamos en el bando militar de la nación oprimida, pero políticamente desde un tercer campo; desde el de los intereses del proletariado. También rechazamos la revisión la Teoría de la Revolución Permanente con la lucha por la revolución democrática -o el nombre que esta concepción asuma- frente a una dictadura. Cuando existe un despertar político de amplias franjas de masas, los revolucionarios debemos desarrollar políticas que busquen poner a la clase obrera en el centro de la escena, y al levantar consignas democráticas ninguna de ellas, al decir de Trotsky, debe transformarse en un dogal al cuello del proletariado. Revisan oportunistamente la teoría de la revolución permanente, y traicionan al proletariado, quienes en su política y consignas levantan murallas entre la revolución democrática y la revolución socialista. Siempre la lucha es por la revolución socialista.

10. En defensa del método de El Programa de Transición. El programa de transición es un programa que partiendo de la situación objetiva y tomando en cuenta la consciencia del proletariado, elabora política, y tácticas, y orienta consignas articuladas de forma tal que partiendo de las necesidades del proletariado lo ayude en la lucha política práctica inmediata -en las diferentes situaciones de la lucha de clases- a avanzar su consciencia política de clase en sentido de la revolución socialista. Buscando así tender un puente entre la situación objetiva actual y las tareas de la vanguardia proletaria, para resolver la situación de forma favorable a los trabajadores con la construcción del partido obrero revolucionario y por la conquista del poder. La importancia del método de El Programa de Transición reside en que parte de la situación objetiva de decadencia y descomposición del capitalismo y por eso mismo plantea un programa cuyas consignas centrales, las transicionales, no pueden ser llevadas adelante más que con la clase obrera en el poder. Terminando así con la división del programa de meras reformas inmediatas, y el programa abstracto de un socialismo para un tiempo futuro indeterminado. Quien rompe la lógica interna de El Programa de Transición no puede caer más que en un propagandismo abstracto o en el mero reformismo por más que use palabras radicales.

11. Contra la capitulación al régimen democrático burgués. La burguesía domina con el fusil o con el engaño; la democracia burguesa es un engaño, es un cebo, es una trampa para los trabajadores -detrás de los visibles políticos burgueses, con sus mentiras ampliamente financiadas, se esconden los empresarios y los intereses imperialistas-, y al mismo tiempo la democracia burguesa es el mejor régimen en el capitalismo que tiene la clase obrera para luchar por sus derechos y conquistas, al decir de Lenin. Es las dos cosas al mismo tiempo, por eso es muy importante saber usarla dando la pelea también en el plano electora, hablándole ya no a cientos o a algunos miles, sino a millones; pero nunca depositando expectativas en que en el marco de este régimen, o sea, en el marco del capitalismo, se puedan solucionar los problemas más importantes; trabajo, salarios decentes, viviendas,salud de calidad para todos, incluso inseguridad y menos aún la corrupción. Las elecciones burguesas no son para presentar programas realizables por más que se diga con la lucha, son para hacer propaganda socialista y revolucionaria para, al decir de Lenin, hacerun recuento globular de glóbulos rojos. Los revolucionarios deben presentarse a elecciones con una plataforma electoral y diciendo claramente que ninguno de los problemas más importantes, de dicha plataforma, pueden ser solucionados sin que los trabajadores conquisten el poder. Diciendo que se pide el voto para construir esa herramienta. Pero no por un"Gobierno obrero" o un "Gobierno obrero y popular"que da a entender la posibilidad de que en el marco del sistema y su régimen, sin revolución, los trabajadores pueden solucionar sus problemas más importantes; sino, por un Gobierno Revolucionario de los Trabajadores, en el sentido de la Dictadura Revolucionaria del Proletariado.

12. Por una estrategia soviética. En toda situación revolucionaria o pre-revolucionaria avanzada, es deber de todo grupo o partido desarrollar, extender, coordinar, centralizar y armar los organismos de democracia obrera y autodeterminación de las masas -comités de lucha, consejos obreros, comisiones internas y sindicatos o seccionales combativas, etc., etc.-, que expresen la tendencia de las masas a establecer un régimen de doble poder. Es decir, no es un partido revolucionario el partido que cuando comienza una revolución no lucha por el poder y por la perspectiva de la dictadura del proletariado.

13. Contra el revisionismo que se dice trotskista. Rechazamos al seudotrotskismo (o al centrismo y al oportunismo que se dice trotskista) que habla de revolución pero en la práctica se subordina a los aparatos reformistas y al régimen democrático burgués, incluso en los países imperialistas, capitulándole así a su propio imperialismo. El SU mandelista, la CI-AITP lambertista, la LIT y la UIT morenistas, la UCI-LO hardysta, la FT-CI albamontista, la TSI cliffista, el CIT, el CMI o el CMR grantistas, el CRCI altamirista, el CE-POR lorista, la L5I y RCIT exWorkers Power, y las variantes del Espartaquismo, etc., etc. Representan, como centristas y oportunistas, la claudicación y el paso, en su gran mayoría, al campo lindante al reformismo, cuando no al mismo reformismo. O incluso algunas corrientes menores con sus concepciones de Frente Único Anti-imperialista, le capitulan a las direcciones políticas burguesas o stalinistas/frente-populistas, en el mundo semi-colonial; quienes serían supuestamente "anti-imperialistas"; abandonado así el programa de clase.

14. Por el internacionalismo y la Internacional. Pero que muchas corrientes internacionales hayan capitulado no significa que en el nacional-trotskismo -o el trotskismo solamente en el marco nacional-esté la solución en la lucha por la emancipación del proletariado. Todo lo contrario, aisladamente, un grupo o partido nacional está mucho más expuesto a desviaciones, o sea, a que las presiones sociales y políticas se manifiesten en las elaboraciones y en el régimen interno, y por ende en la formación de sus miembros, en la política y en la intervención misma. Si los grupos, tendencias o fracciones, que rompen enfrentando las capitulaciones de los partidos o corrientes internacionales centristas u oportunistas, no se orientan hacia la construcción internacional, igualmente degenerarán indefectiblemente, o desaparecerán. Es una ley de hierro; porque lo que no avanza retrocede.

15. En lucha por un marxismo principista y por la construcción de partidos obreros para la revolución. Rechazamos al oportunismo pragmático sin principios que disocia los principios de la táctica y a la táctica de la estrategia -que apoyan o hacen alianzas electorales con partidos burgueses o pequeño burgueses o realizarentrismos en organizaciones políticas cruzando la frontera de clase-, tanto como al sectarismo estéril que se niega a tener tácticas. Los oportunistas revisionistas son muy propensos a no realizar balances políticos ni extraer lecciones de su propia intervención en una huida movimientista hacia adelante, y por lo general le capitulan principalmente a la democracia burguesa (y a su propio imperialismo en Europa y los EE.UU.). Los sectarios confunden la historia con la política y siempre miran hacia atrás, no para aprender cómo debería ser, sino para delimitarse permanentemente del resto, para diferenciarse. Las más de las veces sus críticas son en apariencia correctas porque están muy pensadas, sobretodo porque no han tenido mayor iniciativa que la de pensar la praxis pasada o las respuestas dadas por los demás. Otras veces ocultan o se desligan oportunistamente de su propio pasado atacando a diestra y siniestra para, solapadamente, autoproclamarse como los únicos leninistas-trotskistas. Rechazamos tanto al oportunismo pragmático y revisionista como al sectarismo estéril y autoproclamado. ¡Por un marxismo principista que se construya en las luchas, aprendiendo de los errores, y mirando hacia adelante en lucha por una Internacional Comunista Obrera y Revolucionaria! Sabemos que este marco internacional y estas bases de principio son fundamentales pero, seguramente, están lejos de no poder ser mejoradas, por lo tanto están también en discusión para cualquier grupo, partido o corriente que esté de acuerdo en general y que quiera discutir dicho marco o cualquier punto de las bases en particular. En ese sentido bregamos por la más amplia y franca discusión manteniendo el respeto y la fraternidad revolucionaria. Y, al mismo tiempo, ningún grupo de este comité organizador se puede negar a discutir la política que lleva adelante frente a la requisitoria de cualquier grupo adherido a éste comité. De esta forma empezamos a poner en práctica la democracia y el debate político entre los que apostamos a poner en pie una Internacional Comunista, Obrera y Revolucionaria.
